  1. In the past month, the repo maintainers closed pull requests, while new PR's remain open. We then normalize the ratio : to a scale of 0–10 to arrive at PR Effectiveness .
  2. In the same time period, there were issues closed vs. new ones submitted. This results in a scaled Issue Effectiveness of /10.
  3. Finally, we calculate Total Effectiveness () from a weighted average of PR Effectiveness () @ 66% + Issue Effectiveness () @ 34%.
